Germany is taking a bold step, reintroducing voluntary military service for 18-year-olds. This decision, a significant shift in the nation's defense strategy, comes in response to the evolving geopolitical landscape, particularly Russia's actions in Ukraine. It's a move spearheaded by Chancellor Friedrich Merz, with the ambitious goal of establishing Europe's most formidable conventional army.
Starting in January 2026, all German 18-year-olds will receive a questionnaire gauging their interest in joining the armed forces. While voluntary for women, this form is mandatory for men.
But here's where it gets controversial... This decision has sparked strong reactions, with students across Germany organizing strikes in approximately 90 cities to protest the initiative. Many young Germans express opposition or skepticism. As the protest organizers put it, "We don't want to spend half a year of our lives locked up in barracks, being trained in drill and obedience and learning to kill." They emphasize their belief that war offers no future and destroys livelihoods. In Hamburg alone, around 1,500 people were expected to join the protests, and school officials cautioned parents against taking their children out of school for the day.
The Bundestag's vote, with 323 votes in favor and 272 against, reflects a broader trend across Europe. France, for example, is introducing 10 months of voluntary military training for 18- and 19-year-olds.
The German government aims for voluntary service, but from July 2027, all 18-year-old men will undergo medical exams to assess their fitness for potential military service. Defense Minister Boris Pistorius highlights the necessity of these examinations to swiftly determine operational capabilities in the event of an attack.
Currently, the Bundeswehr has approximately 182,000 troops. Pistorius aims to increase this number by 20,000 within the next year, with a long-term goal of reaching 260,000 soldiers by the early 2030s, supplemented by roughly 200,000 reservists. This expansion is designed to meet new NATO force targets and strengthen Germany's defenses.
A crucial point to consider: While the plan is for voluntary service, the Bundestag could consider a form of compulsory military service if the security situation worsens or if too few volunteers come forward. The questionnaires and medical exams would serve as a resource for potential recruits in the event of conflict.
Germany, like other European nations, reduced its armed forces during the post-Cold War era. During the Cold War, the army comprised almost half a million soldiers. Compulsory military service was abolished in 2011 under former Chancellor Angela Merkel.
Now, facing perceived threats from Russia and pressure from the United States, Friedrich Merz is committed to rebuilding the Bundeswehr. NATO countries have faced pressure from the US to increase their defense spending.
Incentives for voluntary service are relatively attractive, with a promised salary of about €2,600 a month. In comparison, French volunteers will receive at least €800 a month.
And this is the part most people miss... The Bundestag was also set to vote on a contentious pensions reform bill, which will keep the state pension at current levels until 2031. This bill is a key component of the coalition deal between Merz's conservatives and the Social Democrats, who have a slim governing majority of just 12 votes.
However, the vote's outcome was uncertain, as younger members of Merz's conservatives threatened to rebel, viewing the plan as financially unsustainable. The opposition far-left Left party's decision to abstain meant the coalition needed fewer votes, averting potential issues.
